When is replacing ducts the honest answer instead of cleaning them?

Usually when the material itself has failed. Fiberglass duct board plenums with mold in the interior lining cannot be scrubbed clean. The fiber is the growth surface. Same with flex whose inner liner has torn loose from the collar. Cleaning a torn liner just shreds it further. Rusted supply plenums and crushed branch runs also belong in a replacement conversation, not a cleaning one.
